致在周外籍人士的一封信
新冠肺炎疫情发生以来，在全市上下的共同努力下，周口市疫情防控形势平稳向好，生产生活正常有序。全市各界外籍人士的配合也为我们打赢打好这场疫情阻击战提供了强有力的支持，为疫情防控工作做出了积极贡献。在此，向你们表示衷心的感谢！
同一座城市，共同的家园，抗击新冠肺炎疫情是我们义不容辞的共同责任。为做好常态下涉外疫情防控工作，在此，我们向您提出如下倡议：
一、如果您在外地，计划近期返周，请提前24小时向工作单位或居住地社区（村）报告相关情况，并做好个人防护、严防途中交叉感染。
二、如果您是境外来周人员，入境时，请您第一时间向邀请方、用人单位或居住地社区（村）报备，按照相关规定进行“14+7+7”集中隔离、健康监测和核酸检测。
三、如果您来自或途经国内疫情中高风险地区，需要实施14天集中隔离、健康监测和核酸检测；如果您来自或途经有中高风险地区所在地市，需要落实14天居家健康监测措施；若您来自低风险地区，提供绿色健康码、出行码，可测温正常通行。
四、居家观察或健康监测期间，请您加强自我防护，勤洗手、常通风，保持良好卫生习惯。一旦有发热、咳嗽、乏力等异常症状，请及时拨打“120”急救电话。
五、如果您已在周口市，希望您切实增强防范意识，自觉做到“非必须不出门，不聚会不聚餐”，尽量减少因外出、聚会、聚餐等人员流动和接触带来的传播风险。非必要不出市，确须出市的应提前向工作单位、所在社区（村）报告，并做好个人防护。如果您符合疫苗接种条件，请您按照“知情、自愿、自费、风险自担”原则，积极联系定点医院预约接种疫苗。同时，希望您能够积极配合社区人员开展疫情排查等工作。
2.戴口罩——与人群距离一米、进入密闭空间都要戴好口罩；
7.多通风——每天至少开窗通风2次，一次不少于30分钟，减少在密闭空间停留时间；
9.不隐瞒——自己或亲朋好友去过中高风险地区，要及时报告。
七、请关注周口市疫情防控指挥部相关公告，及时获取有关疫情防控相关信息。

A Letter to Foreign Nationalsin Zhoukou
Since the outbreak of COVID-19, with our joint efforts, the situation of COVID-19 spanvention and control in Zhoukou has been steadily improving, and the order of work and life has been restored in an well-organized manner. Foreign friends from all walks of life in Zhoukou, have also offered strong support to us in the fight against the pandemic and made positive contributions to the COVID-19 response. Thus, we would like to extend our heartfelt thanks to you all!
Zhoukou is our shared home and thus it is our shared responsibility to fight against COVID-19. In order to do a comprehensive job in regular epidemic prevention and control , we hereby propose the following initiatives.
I. If you are planning a return trip to Zhoukou recently, please report to your employer or the community you live in 24 hours in advance. Please take strict spanvention measures against cross infection during the journey.
II. If you are coming from overseas, please immediately inform your inviter, employer or the community you live in upon your arrival in China. Please comply with measures required by COVID-19 spanvention and control emergency headquarters of the city of entry. You shall be quarantined at designated places for 14 days in the city of entry and for another 7 days in Zhoukou separately. When the centralized quarantine period ends, you shall stay at home for a seven-day medical observation period in Zhoukou.
III. If you are from or traveling through high- or medium-risk areas of China, you shall undergo quarantine and health monitoring at a designated place for 14 days in Zhoukou, and receive nucleic acid tests. If you are from or traveling through domestic cities which have high- or medium-risk areas, you shall undergo strict community-administered health monitoring at home for 14 days. If you come from low-risk areas, you shall provide green health QR code and big data travel records card by mobile phone, and receive temperature taking before you go around in a free but orderly way.
IV. If you are under home medical observation or health monitoring, please take proper self-protection measures such as washing hands frequently, ventilating your room regularly and maintaining good hygiene habits. In case you have such symptoms as fever, cough, fatigue, and/or anything abnormal, please dial “120” immediately.
V. If you are in Zhoukou at spansent, please raise your self-protection awareness. You are advised to avoid unnecessary travel to other places and unnecessary get-together activities. If you really need to travel outside Zhoukou, please report to your employer and community in advance, and take strict spanvention measures. If you meet the vaccination requirements, in accordance with the principles of "informed consent, voluntariness, self-paying, and own risk-bearing", please take the initiative to make an appointment of vaccination with workers in designated hospitals. In addition, please cooperate with community officials when your personal information is collected.
VI. Please maintain good health habits:
1. Do not slacken personal spanvention.
2. Wear a mask in poorly ventilated places.
3. Wash hands frequently.
4. Had better get vaccinated.
5. Keep safe social distance.
6. Keep away from crowded places.
7. Ventilate your room regularly.
8. Avoid the rush hour.
9. Do not conceal personal travel information.
VII. Please closely follow the official notices on the latest COVID-19 spanvention and control measures in Zhoukou.
